This paper presents a conceptual multi-resolution modeling and simulation framework that delineates various dimensions of organizational behavior as they relate to software development. The framework conceptualizes software development as a transformation system from the perspective of knowledge acquisition and cognitive systems engineering. Explicit distinctions between the strategy, operational, and technical views are clearly presented.
