He set to work. He used his terminal to probe the Hub's information banks. They contained as a matter of course almost every even moderately important or significant or useful piece of information the Culture had ever accumulated; a near infinite ocean of fact and sensation and theory and artwork which the Culture's information net was adding to at a torrential rate every second of the day.
These were Contact people. Half of them formed the crew of the GSV itself, there not so much to run the craft - anyone of its triumvirate of Minds was quite capable of doing that - as to manage their own human society on board. And to witness; to study the never-ending torrent of data delivered on new discoveries by distant Contact units and other GSVs; to learn, and be the Culture's human representatives amongst the systems of stars and the systems of sentient societies Contact was there to discover, investigate and - occasionally - change.
Gurgeh passed the days studying. Flere-Imsaho continued to explore. It told Gurgeh it had watched a whole region of the advancing fire-front being extinguished by a torrential rainstorm; it had revisited the area a couple of days later to find tinderplants re-igniting the dried vegetation. As an example of how integral the fire and the rest of the planet's ecology had become, the drone said, it was an impressive display.

The facilities afforded by the system of secret association, and it mayeven be said the temptations which it presents, to the pursuit ofpolitical objects forbidden by the laws, are so great as to justify allgovernments in prohibiting it, under whatever pretence it may beattempted to be introduced. It is nothing to the purpose to argue thatunder bad governments valuable political reforms have sometimes beeneffected by such secret associations which would not otherwise have beenattained. The same mode of proceeding, in the nature of the thing, isequally efficacious for the overthrow of a good government. Bad men areas likely to combine in the dark for their objects as good men are fortheirs. In any circumstances, a secret association is an imperium inimperio, a power separate from, and independent of, that which isrecognized as the supreme power in the state, and therefore somethingessentially disorganizing, and which it is contrary to the firstprinciples of all government for any state to tolerate. In the case of abad government, indeed, all means are fairly available for its overthrowwhich are not morally objectionable, the simple rule for theirapplication being that it shall be directed by considerations ofprudence and discretion. In such a case a secret association of thefriends of reform may sometimes be found to supply the most effectivemeans for accomplishing the desired end; but that end, however desirableit may be, is not one which the constitution of the state itself canrationally contemplate. The constitution cannot be founded upon thesupposition that even necessary alterations of it are to be broughtabout through agencies out of[Pg 5] itself, and forming no part of itsregular mechanism. Whenever such agencies are successfully brought intooperation, there is a revolution, and the constitution is at an end.Even the amendment of the constitution so effected is its destruction.
The abuses of pilgrimage were early discerned, and some of the morepious Fathers of the Church preached and wrote against the practice. Butpiety and eloquence were vain, and could little avail to stem thetorrent when men believed that the waters of Jordan had efficacy to washevery sin, though unattended by sincere repentance. The Church, as sheadvanced in corruption, improved in worldly wisdom, and, takingpilgrimage under her protection, made it a part of her penal discipline. The sinner was now ordered a journey to the Holy Land as a means offreeing his soul from the guilt of his perhaps manifold enormities. Eachyear saw the number of the pilgrims augment, while the growingveneration for relics, of which those which came from the Holy Land wereesteemed the most efficacious, stimulated pilgrimage by adding theincentive of profit, as a small stock of money laid out in the purchaseof the generally counterfeit relics always on sale at Jerusalem wouldproduce perhaps a thousand per cent. on the return of the pilgrim to hisnative country. A pilgrim was also held in respect and venerationwherever he came, as an especial favourite of the Divinity, having beenadmitted by him to the high privilege of visiting the sacred places, aportion of whose sanctity it would be supposed might still adhere tohim.
